Called to Meeting Next week "to discuss your research position" by HR, should I assume this is a layoff?

Was told to bring my union rep with me if so choose. Email was 2 HR people, my union rep, with my supervisor CC'd. Supervisior has been unreachable on the matter and I got no response from HR asking for more information. I work for a university and we have been gutted by budget cuts. Over the summer our entire helpdesk was laid off and outsourced for instance, along with a lot of anecdotes of quiet layoffs since then. I am operating as if i'm next, but some people have said that with longer notice maybe it is not. Share
